　　台北101金融大樓出現有外籍男子突破保安，跳傘後離去，由於這名男子所用跳傘有外商飲料公司標誌，將保留侵犯101著作商標權的法律追訴權。台北市政府今天獲悉後已指派警局擬以公共危險罪論處提告。

北市府發言人羊曉東表示，全案交由台北市警察局信義分局全權處理，朝公共危險的方向偵辦。

信義分局偵查隊長石明哲表示，國內法律對於跳傘並沒有罰責，不過跳傘行為，降落地點未能事先預測，涉嫌違反刑法第一百八十五條妨害公眾往來安全罪。

石明哲說，法律規定第一百八十五條為「損壞或壅塞陸路、水路、橋樑或其他公眾往來之設備或以他法致生往來之危險者，處五年以下有期徒刑，拘役或五百元以下罰金。因而致人於死者，處無期徒刑或七年以上有期徒刑。致重傷者，處三年以上十年以下有期徒刑。」

他強調，違反第一百八十五條的「未遂犯」，法律規定也可罰。

石明哲表示，至於毀損磁磚和強行侵入不可進入的部分，則觸犯「毀損罪」和「強制罪」，不過這部分屬告訴乃論罪，須101方面提告才能受理，目前警方已傳喚101安全主任和保全人員前往信義分局製作筆錄中，101到今晚為止，仍未提告。

【精采書摘】

劉金標三十五年前創辦巨大機械，自創捷安特品牌自行車，歷經艱難，終於打進精品店，暢銷全球五大洲。但他最大的夢想，還是在自己的家鄉，逍遙騎環島。

今年五月，他以七十三歲高齡，挑戰自行車十五天環島紀錄，他成功了，漂亮寫下他口中「個人最有價值的人生紀錄」。

現在他把環台十五天的心得寫成《我的環台夢》一書，不但記錄了此行的苦與樂，也記載了他對企業經營與人生的所感所思。在書中，他指出無論是經營企業或是挑戰自我極限，最重要的是要有堅定的意志力和萬全的準備。以下是他的現身說法：

第七天 打仗打在開火前
八點半從鳳鼻頭出發，心中忐忑不安。

明天就要挑戰此行難度最大的一段：壽卡。壽卡是南迴公路最高點，是一條連續二十一公里、爬升四百三十六公尺的坡度，又陡又長。整個台灣西部的騎乘，這一段一直構成我隱形的壓力，愈接近楓港，我的壓力愈大。

為什麼？

老實說，對於騎越壽卡，我尚未具備真正的信心。年輕時我曾經開卡車上壽卡，卻在十八公里處故障，陰影至今仍在。當時的卡車性能的確不如今天，但連卡車都無法克服連續二十一公里的爬坡，更何況是騎自行車？我一路記掛著，揮之不去。

記者問我事先練車多久，我說，我相信「打仗是打在開火之前。」

我已經七十三歲，體力不比年輕人，所以需要先自我訓練、鍛練身體，才有辦法上陣。所以，兩個月前開始密集訓練，每星期至少兩次從台中市騎自行車到大甲上下班。
不只是練習騎車、鍛練體力，連水分、防曬、服裝等，我都事先準備。

出發前，醫生特別叮嚀，一定要補充足夠水分，不能讓身體失水，所以我一天至少喝三瓶寶礦力。

我對穿著也很講究，一定穿排汗衣，才不會感覺熱。而且不只穿了袖套，沿途還擦防曬係數五○的防曬霜來保護皮膚。事前的準備功夫真的很重要。

第八天 我成功挑戰壽卡
一早起床發現身體不適，應該是感冒。感冒有潛伏期，我猜也許早在台南或高雄時就感染了。

出發前，我跟特助許立忠提及此事。於是我們在楓港尋找藥房，卻遍尋不著。這樣也好，因為吃了感冒藥可能會全身無力。我最擔心的其實是今天騎壽卡，這是我環島最困難的一段。於是，我對許立忠說：「請幫我準備電動車，必要時我要換電動車。」

二十一公里長的路段，必須爬上四百三十六公尺的高度，連續的陡坡挑戰我的體力。我調節呼吸、配合腳踏的速度以維持脈搏的穩定節奏，盤旋而上。

再往上騎，我幾乎要放棄了。我的體力其實不錯，但是受到感冒影響，真的很辛苦。

這一段長坡愈近山頂時愈陡，騎到差不多五公里前，我四肢無力，幾乎沒辦法踩了。如果踩不動，車子會倒下，本想多休息一下，但這段路既狹窄、車子又多，根本沒有路肩，要想找地方休息還不容易。無論如何，我就是硬拚了，後來終於找到一個寬敞處休息。

此時，心裡不斷傳來一個聲音：「真想換電動車啊！」

我思考良久，這趟環島籌備多時，就是要創造一生完美的紀錄，如果我換了電動車，這個紀錄就會有瑕疵。人生不留白，如果現在換電動車就「破功」了，這樣，我怎能甘願呢？

休息半?，接下來的路段，我完全是憑藉意志力騎車，不斷熬過來。接近山頂約十公尺前，我既興奮又緊張，但我真的踩不動了。我心裡一直想著：「只剩一小段，再怎麼樣也要挑戰過來啊！加油！加油！待會順利攻頂之後，我才能高呼『我挑戰成功了』！」

眼看只剩五公尺、三公尺、一公尺，到達最高點的剎那間，我舉起雙手大喊：「我做到啦！我做到啦！最困難的路段，我已經挑戰過來了！」我做出「Give me five」手勢，用力向領騎的林惠忠擊掌！太過癮了！

我已經完成了最困難的一段，剩下的七天路程，我會更有信心！

人生不留白，我終於用我的腳，百分之百創造了這一生最有價值的個人紀錄了。

旅途中的省思：憑藉意志力拚出巨大
我登上壽卡是憑意志力拚出來的，巨大也是我靠意志力堅持拚出來的。

一九七六年，公司創立第四年，還未開始大量出貨外銷之前，同業早已搞砸了台灣自行車的品質與形象。當時的國際市場，尤其是美國，原本很需要進口台灣製造的車，但台灣車品質不佳，比如螺絲與螺帽無法鎖上。因為各零件廠標準不一，巨大這種整車廠就必須配對，小螺絲配小螺帽，大螺絲上大螺帽。

我們認為品質是最重要的，所以前四年不敢接外銷訂單，像苦行僧一樣，企圖提升協力廠商良窳不齊的品質。

我還記得，我一直勸廠商改善品質，他們卻反過來問我：「那你的訂單有多少？」我只能說：「我還沒有訂單給你，現在是希望先努力加強品質。」我還曾經到日本去買了油標尺回來送協力廠，讓大家依照油標尺來測量公差。一段時間之後，廠商或許覺得我滿認真的，也願意配合提升品質。

當大家愈來愈配合將品質做出來之後，我們組裝了樣品，寄到加拿大某家量販店，隨後，我跟總經理羅祥安兩人前往加拿大拜訪這家買主。

我們等了兩天，買主才願意見我們，還說：「我只有十分鐘，你們寄來的樣品我沒打開，你們可以決定要轉寄哪裡，我幫你們寄去。」

「為什麼？」我們問他。

「你們台灣的形象太糟糕了，我們不想增加來自台灣的產品，」他回答。

我們投注許多心力，冀望那輛樣品車，他竟然連看都不看，我們很挫折。於是，我跟總經理討論是否該回台灣解散公司。如果沒有買主，公司怎麼經營？不能一直虧損啊。

當時的情景，至今難忘。我認為，最悲哀的事，莫過於你再怎麼努力、品質再好、產品再對、再有競爭力，人家也不買，不願意給你機會。

為了把品質做到最好，我們也是拚著意志力去做。

一九八六年，巨大在荷蘭成立歐洲總部初期，客戶傳真來的抱怨寫得密密麻麻，每一項都是品質問題，客戶嫌棄得體無完膚，例如，螺絲絕不能生鏽。當時台灣的工業水準認為螺絲生鏽是正常的，但歐洲卻不能接受。

一般人一定會認為歐洲人太挑剔，反觀美國人，都願意買我們的產品，銷路很好。但要改善歐洲客戶所說的品質問題並不容易。由於自行車是歐洲人發明的，他們很重視品質，加上民族優越感使然，在他們心目中，騎台灣製造的自行車似乎很低俗，問題錯綜複雜。

我們的產能規模不小，改善不易，而且還要要求協力廠商改善品質，因為這並非單一零件品質不良而已，而是整個工業水平。如果巨大要扛起全台灣整體工業水準，真的會把自己壓死。

用創作藝術的心來造車
但是，我們堅持一定要改善成功。絞盡腦汁，想出一個辦法：先在工廠內部建立一條小型生產線，稱之為ＩＡ線（industrial art），理念是：把工業產品當作藝術品來生產。我調了公司最熱心、最重視品質的績優工人到ＩＡ線，每天我都到ＩＡ線上班。我發現不對勁的地方，當場就喊停，馬上改善，改善了，生產線才能動。就這樣，一步一步慢慢來。

這麼一條小生產線，耗費一年時間努力改善品質，後來，其他生產線也慢慢跟進，水準都等同於ＩＡ線了。現在回想，如果當時不堅持，歐洲市場勢必全軍覆沒，也無法在歐洲打出響亮的捷安特品牌，甚至在歐洲設廠等。

巨大憑著堅持克服許多挑戰，沒有堅持就沒有執行力，當然也因為我執著、全心投入的個性使然吧！
